Public Open Space At East Coast Park Precinct

The public open space at East Coast Park Precinct in North Point is a strip of waterfront community open space lying on new land reclaimed for the Central-Wan Chai Bypass. Stretching from the Causeway Bay typhoon shelter to the west to just north of City Garden to the east, this community park enjoys magnificent panoramic views of Victoria Harbour. Divided into three separate zones, each with its own theme – the “water friendly” breakwater; the “vibrancy” central park area and the “city garden” landscaped deck. Together, the three zones promote healthy living and wellbeing by providing unique outdoor spaces for different ages and interest groups. 

Our overarching design aims were to connect people to the waterfront and create a multi-purpose public leisure space. The project team inventively proposed constructing a landscaped deck on the rooftop of the Island Eastern Corridor bypass, turning it into a leisure farm and sky garden. We also proposed an “extreme park” and outdoor gym area in the central park underneath the highway and provided a unique fence-free design for the breakwater, creating a viewing deck for Victoria Harbour’s first publicly-accessible breakwater and four landing steps for marine activities that will further connect people to the water.  

Low-carbon design features like hybrid solar and wind-powered lamp posts and solar PV glass canopies also shrink the park’s carbon footprint; and smart design elements such as smart lampposts, IoT-controlled lighting and smart toilets improve the user experience and make park operations and management more efficient, creating a synergistic, usable, accessible, connected, and enjoyable harbourfront park for all.
